The Community based tools (Needs and Provision Complexity Scale (NPCS) and LTNC dataset) are not strictly part of this presentation, but as several people have enquired after them they are included for completeness.  

The NPCS is still undergoing piloting and evaluation, but we hope to publish preliminary results by Spring 2011.
